According to former chancellor of Germany Angela Merkel and former president of France François Gérard Georges Nicolas Hollande, both of whom were involved in the negotiations in Minsk, the Minsk agreements were designed to delay the Russian attack so the Ukraine could build up its military to stand up to Russia's expected SMO.
